The Bank of Canada has announced that it is maintaining its overnight interest rate target at 2.75%, marking the second consecutive policy meeting with no change. This decision follows a cumulative 225 basis point reduction over the past nine months. While the rate hold offers a temporary sense of stability, it reflects a cautious stance in the face of ongoing global economic uncertainty—particularly surrounding U.S. trade policy.
In its statement, the Bank acknowledged that while bilateral trade negotiations are underway with several countries, their outcomes remain "extremely uncertain." This cautious tone highlights persistent global risks that continue to weigh on the Bank's decision-making process.
In the first quarter of 2025, Canada's GDP grew by 2.2%, slightly exceeding expectations. This growth was primarily driven by a surge in exports to the United States and increased inventory accumulation. However, final domestic demand remained flat. Notably, business investment showed resilience, bolstered by strong spending on machinery and equipment.
On the flip side, housing activity saw a marked decline due to a significant drop in resale transactions. Consumer confidence also waned, contributing to a slowdown in consumption growth. Government spending decreased, and the labour market showed signs of strain, particularly in trade-sensitive industries. Unemployment has edged up to 6.9%.
The Bank projects a weaker performance in the second quarter, anticipating a reversal in export and inventory gains and continued weakness in domestic demand.
Consumer Price Index (CPI) inflation dipped to 1.7% in April, largely due to the elimination of the federal consumer carbon tax, which alone shaved 0.6 percentage points off inflation. When excluding taxes, inflation came in at 2.3%, slightly above the Bank's expectations. Core inflation measures also ticked up, signaling persistent underlying price pressures.
Surveys suggest that Canadians expect tariffs to drive prices higher, and many businesses plan to pass on increased costs to consumers. The Bank is closely monitoring these inflation dynamics as it considers its next moves.
Given the mixed signals in recent data—firmness in inflation versus softness in economic growth—the Bank has opted to hold the policy rate steady while awaiting further clarity on U.S. trade policy and its broader economic effects.
"We are proceeding cautiously," the Bank noted, "paying close attention to how tariffs impact exports, business investment, employment, and inflation expectations."
The Governing Council reaffirmed its commitment to maintaining price stability and supporting sustainable economic growth during this volatile period.
